Project Planning Funding Opportunity

Get Tips and Learn About the Project Planning Funding Opportunity in the Merced Subbasin!


The solicitation window is now open for development projects in the Merced Subbasin through the Multibenefit Land Repurposing Program (MLRP). Applicants must plan for projects that transition a portion of irrigated ag land to less water-intensive use(s) and include an additional benefit for community, economy, and/or ecosystems.


The funding is intended for individuals or organizations that have project ideas but need additional time or capacity to develop them. These funds are exclusively for pre-construction planning, design, and permitting activities to get a project to "shovel-ready" status.


Project construction costs are not eligible under this solicitation.

Funding Available:

Up to $150,000 is available per project, and a minimum of $50,000 per project.


Eligible Activities:

  • Planning - Project management, site assessments, feasibility studies, implementation plan development, and coordination efforts needed to prepare a “shovel-ready” project.

  • Design - Creating site plans, engineering drawings, technical specifications, and other professional services needed to develop detailed project blueprints and documents.

  • Permitting - CEQA, obtaining required permits, documentation, and all compliance activities needed prior to project construction.


Application Deadline:

All applications must be received by January 30, 2026; however, applications will be reviewed on a rolling basis and may be funded prior to January 30 if they meet a designated scoring threshold determined by the Merced Subbasin Groundwater Sustainability Agency (MSGSA).
